VICTORIA, Texas — A federal judge in Texas has ruled the all-male military draft unconstitutional saying the “time has passed” for debate on whether women belong in the military. Since a 2015 decision by the Pentagon made women eligible for combat, Federal District Court Judge Gray Miller said they are just as eligible for a draft. (BP)
