BERN, Switzerland — A billion-dollar fund established last year by Swiss banks to pay reparations to Holocaust survivors who fled to Switzerland mailed its first payments Dec. 17. Fifteen people who were denied admittance to Switzerland during World War II will receive about $2,500, while 80 people who were abused after entering the country will receive about $500.
