CRAWFORD, Texas — In what pro-lifers are calling a victory for the unborn, President Bush ordered the State Department Aug. 29 to withhold U.S. family planning help from overseas groups that promote or perform abortions with their own money. The decision expands a two-year-old order that applied only to family planning money administered by the U.S. Agency for International Development. Bush opposes abortions, except in cases of rape or incest or when pregnancy endangers a woman’s life
